President and Chief Executive Officer, SNC-LavalinIan L. Edwards was appointed President and Chief Executive Officer (CEO) of SNC-Lavalin on October 31, 2019. On June 11, 2019, he was named Interim President and CEO and became a member of its Board of Directors. He has over 30 years of global experience in delivering complex infrastructure and resources projects and leading businesses in many sectors and across numerous geographies including North America, Europe, the Middle East and Asia Pacific.
As President and CEO, he is responsible for reviewing the strategic direction of the Company on an expedited basis and in developing a plan for sustainable success that de-risks and simplifies the company’s business model and generates consistent earnings and cash flow.
Before being appointed to his current role, Mr. Edwards was named Chief Operating Officer (COO) in January 2019 where he has taken the lead in executing the initiative to simplify, focus, and grow the business and implemented numerous measures to improve the operational performance of the company, ensuring that the efficiency and project oversight measures are being successfully executed.
Mr. Edwards joined SNC-Lavalin in 2014 and was later appointed President, Infrastructure in 2015. As President, Infrastructure, he led employees within SNC-Lavalin’s global Infrastructure business and oversaw the successful turnaround and transformation of the sector.
Prior to joining SNC-Lavalin, he spent six years in senior roles with the Leighton Group, where as Managing Director, Leighton Asia, India and Offshore, he led a diverse business of 20,000 employees spanning the construction, infrastructure, oil and gas and mining sectors in 14 countries.
Mr. Edwards holds Higher and Ordinary Certificates in Civil Engineering from Lancashire University in the United Kingdom. He is an incorporated Member of the Chartered Institute of Building, a Fellow of the Institution of Civil Engineers, and Fellow of the Hong Kong Institution of Engineers.

The Honourable Caroline Mulroney
Minister of Transportation and Francophone AffairsMinister Mulroney was first elected as the Member of Provincial Parliament for York-Simcoe in 2018.
Appointed Minister of Transportation in June 2019, Minister Mulroney has been focused on getting people where they want to go when they need to get there, including historic partnerships with the City of Toronto and York Region that will support the Province of Ontario’s $28.5 billion investment program in four new priority projects, overseeing an ambitious expansion of the GO rail network, and the development of regional transportation plans across the province.
Minister Mulroney also serves as Minister of Francophone Affairs. In this role, she concluded an agreement with the federal government to finance l’Université de l’Ontario français, Ontario’s first university that will be governed by and for francophones. Minister Mulroney has also served as Ontario’s Attorney General.
Before entering politics, Minister Mulroney had a career in business and law. She served as Vice President of BloombergSen Investment Partners, a Toronto-based investment firm and she spearheaded corporate and regulatory matters related to growth opportunities in Canada and the United States for Wellington Financial LP.
As a lawyer, she was an associate at Shearman & Sterling and then Associate Director of the NYU Center for Law & Business. Minister Mulroney began her career as a financial analyst in the investment banking department of Bear Stearns & Co. Inc.
Minister Mulroney is a graduate of Harvard College and the NYU School of Law.
In addition to her work in the private sector, Minister Mulroney co-founded and chaired the board of Directors of the Shoebox Project for Shelters. With local chapters across Canada and the United States, they coordinate and deliver gifts to thousands of women and girls in shelters or facing homelessness.
She is also a former member of the Board of Directors of the Hospital for SickKids Foundation, the Fraser Institute and the Windsor Detroit Bridge Authority, a Crown corporation and a former Governor of the National Theatre School of Canada.
Minister Mulroney and her husband Andrew Lapham have four children and a dog, Peanut.

Prior to joining the Board, she served as CEO of Sun Life Financial’s Hong Kong and Mainland China businesses and co-founded and later sold Retail China Limited. Jan also served as Dean of Ivey Asia for Ivey Business School of Western University.
Highly respected for her business advocacy and government engagement, Jan has been Chair of the Canadian Chamber of Commerce in Hong Kong, Chair of the Canada China Business Council in Beijing and served on the Board of the Asian Corporate Governance Association. In 2019, she was appointed by Prime Minister Justin Trudeau to represent Canada on the APEC Business Advisory Council. Jan also sits on the boards of Intact Financial Corporation, listed on the Toronto Stock Exchange; and, Blue Umbrella Limited, a global compliance technology company headquartered in Hong Kong.

Prior to her appointment, Ms. Garneau was President of Bell Helicopter Textron Canada Ltd. since 2016, where she led an integrated strategy to keep operations competitive and viable in an ever-changing global market.
Possessing over 20 years of experience in the aerospace industry, she has experience leading complex teams and projects in a number of areas of operation, including Supply Chain Management, Corporate Affairs and Government Relations.
Prior to Bell Helicopter, she held various technical and leadership roles at Bombardier Aerospace, where she helped launch several major aircraft program initiatives as part of the Strategic Sourcing group and key negotiations for the Business Aircraft group.
Cynthia Garneau has served on various boards, including the Aerospace Industries Association of Canada, where she served as Chair in 2017-2018, and Aéro Montréal Aerospace Cluster in Quebec. She has also been a Board member of the Fondation de l'Hôpital Régional de St-Jérôme.
In addition, Ms. Garneau was a member of the Economic Strategies Table on Advanced Manufacturing, an initiative launched by the Minister of Innovation, Science and Economic Development as part of the Government of Canada’s Innovation & Skills Plan, which is made up of industry leaders. Their mandate is to set ambitious growth goals, identify sector-specific challenges lay out an actionable roadmap to achieve their goals.

Credited with turning around several high-profile public-sector organizations in New York, he is a former Executive Director and CEO of the Metropolitan Transportation Authority, a former Commissioner of the New York City Department of Transportation and served as a Commissioner on the New York City Taxi and Limousine Commission. In addition, he is the founder of the Rudin Center for Transportation Policy and Management at New York University and co-founded the Empire State Transportation Alliance.
He holds a degree in Applied Science and International/Global Studies from Georgetown University.

Phil oversees a team committed to transforming transportation in the GTHA. With a strong community and customer service emphasis, Metrolinx is delivering quality transportation services on time and on budget, and working collaboratively with our partners – all key elements to delivering on the promise of Metrolinx’s Regional Transportation Plan.
Prior to joining Metrolinx, Phil was one of the UK’s rail leaders, having managed train operations, infrastructure builds and infrastructure management for passenger rail systems in England, Scotland and Ireland.
An engineer by training, Phil began his career in the electricity sector in his native South Africa. From 2001 to 2003, he was Depot Manager and Production Director for a UK division of Bombardier Rail. In 2003, Phil moved from the supplier side to passenger rail operations at Southeastern Trains. He then spent five years at Irish Rail, where he served in different roles, including Deputy CEO.
In 2011, Phil joined Britain’s Network Rail. His first assignment was Managing Director London North East and East Midlands Route , the second largest route in the Network Rail system. He pioneered a new approach to structured continuous improvement that delivered improved safety and train performance as well as an enhanced passenger experience. Phil put the same innovation and discipline to work in his subsequent assignment for Network Rail running Scotland’s ScotRail passenger rail service, from 2015 to 2017. In early 2017, Phil served as Managing Director of Network Rail’s East West Railway.
Phil has a Bachelors of Engineering and a Masters of Engineering, both from the University of Stellenbosch in South Africa. He has an MBA from the University of Newcastle Business School and an LLM Post Graduate Diploma (Commercial Law) from the University of Northumbria, both in the UK.

Session 2: Opening Doors with Regionally Interconnected Transportation Systems
Traditionally, regional transit has emphasized the peak period movement of workers to and from the downtown core, but as people continue to work from home, and job opportunities emerge in different areas of the region, transportation networks must change.

In this capacity, he’s responsible of the strategic development plan, funding policy, fare system and service standards of public transport services in Montreal region.
Mr. Bergeron began his career as a research associate in transportation and then as a project manager for a major transportation planning consulting firm. He worked at the Agence métropolitaine de transport from 1997 to 2016 and then served as deputy to the President of the Transition Committee responsible for implementing the new legislation transforming the organization and governance of public transit in the region metropolitan area of Montreal.

Paul Blumenthal has renewed SBB's train fleet for several billion Swiss francs, thus contributing to SBB's strong market position.
Paul Blumenthal has been a professional board member since 2010 and has been able to contribute his know-how to various administrative and supervisory boards. His many years on the Supervisory Board of ÖBB are worth mentioning, as are his seats on the boards of directors of tourist railways such as the Rhätian Railway and Zentralbahn. In this role, he works closely with his Executive team and with partners in both the public and private sectors to build, manage, finance and enhance the value of the Province's assets. Michael Lindsay rejoined Infrastructure Ontario as President, Project Delivery, in 2019, bringing his extensive experience supporting a range of innovative public and private partnerships. Prior to returning to Infrastructure Ontario in 2019, Michael served as Special Advisor to the Government of Ontario on the upload of the Toronto subway system.
Michael also previously served as Head of Strategic Partnerships & Government for the Investment Management Corporation of Ontario (“IMCO”). As the Global Director of Infrastructure Planning & Advisory at Hatch, Michael helped governments create public private partnerships (“P3s”), and helped private investors effectively negotiate the terms and scope of those partnerships.
From 2014 to 2016, Michael was Senior Vice President of Commercial Projects at Infrastructure Ontario. In that role, he was responsible for commercial transactions related to the financing, development, and
divestiture of public assets in Ontario (e.g. land, buildings, services). His team structured P3s related to
energy, transit and social infrastructure, and contracted private entities to deliver services through a
range of outsourced models. Prior to this, Michael was an Associate Principal with McKinsey & Company, where he was a core leader of the Canadian Public Sector Practice. He helped provincial and federal ministries reduce costs, improve service, and analyze the effectiveness of money spent on economic development and innovation.

As the global pandemic reached our shores, we retreated into our homes. Cut off from family and friends, essential goods and services still needed to make it to our front doors. How goods are transported, and how quickly, directly impacts our ability to work, engage and keep our economy moving forward.

Corridor. In response to the COVID crisis, EBI released Shaping Our Future: A Playbook for Rebooting and Reimagining the Regional Economy in Ontario's Innovation Corridor, that outlines three transformations and a set of critical actions to build the Toronto region back stronger.
Prior to joining the Board in 2018, Marcy led the Neptis Foundation, a think tank on the forefront of regional planning whose research and programming has influenced significant provincial policy files in land use, transportation, and economic development. To broaden the impact of the Foundation’s research, Marcy led the conceptualization and development of the Neptis Geoweb, a unique web-based mapping and informatics tool used to inform engaged stakeholders and the public on complex policy matters. Marcy holds a graduate degree from the University of Toronto and volunteers her time on advisory councils and boards.

Vice President, IntermodalAs Vice President of Intermodal, Dan is responsible for all Sales and Marketing components of CN’s International, Domestic, Supply Chain Sales (Regional), CN Worldwide, and CN’s Asia Marketing Teams.
Reporting to the Senior Vice President of Consumer Product Supply Chain, Dan’s primary role is to enable CN’s customers to win in their markets and help create CN’s next generation of Railroaders. Prior to this role, Dan was responsible for the full scope of the Sales and Marketing areas of CN’s International book of business including managing all relationships with Ocean Carriers and Port Stakeholders on the three coasts that CN serves. Before that, Dan was the Director of Marketing, Intermodal International, accountable for all aspects of pricing, strategy, new product development, and contract analysis for CN’s entire Intermodal International business.
Dan has also held leadership positions in Sales at CN including Director of Sales in International and Director of Strategic Sales in Domestic Intermodal. Dan joined CN in April, 1999 as a Domestic Intermodal Account Manager based in Toronto ON. Dan takes great pride in his knowledge and experience in rail operations and has taken full advantage of CN’s Management operations training programs. During his 20 years at CN, Dan has qualified as both a Rail Conductor and an Intermodal Crane Operator. Dan is a Graduate of Brock University in St. Catherines Ontario and currently lives in Stoney Creek ON with his wife and two children.

Professor, METRANS Transportation CenterProfessor Giuliano’s research areas include relationships between land use and transportation, transportation policy analysis, travel behavior, and information technology applications in transportation. Current research includes examination of relationships between urban form, online shopping behavior, and local freight demand; market potential for zero emission trucks; reducing local impacts of truck traffic, and applications for transportation system analysis using archived real-time data. She has published over 170 papers and given invited lectures around the world.
Professor Giuliano is a past Chair of the Executive Committee of the Transportation Research Board, and of the Council of University Transportation Centers. She has received numerous distinguished scholarship and service awards including the TRB Distinguished Service Award (2006), the Thomas B. Deen Distinguished Lectureship Award (2007), the Transportation Research Forum Outstanding Researcher Award (2012), the Council of University Transportation Centers Distinguished Contribution award (2013), and the Walter Isard Award for Distinguished Scholarship in Regional Science (2017). She is a former member of the ITS Joint Program Advisory Committee and the National Freight Advisory Committee. She has participated in many TRB policy studies; most recently on the Committee on the Future of the Interstate Highway System. At the state level, she is working with Caltrans and CARB on the implementation of the California Sustainable Freight Action Plan.

A proud political science graduate of Bishops University in Lennoxville, Quebec, Chad sat on the university’s Board of Directors, served twice as President of the Students’ Representative Council, and acted as graduating class valedictorian. After university, Chad moved to Ottawa to begin work with the Honourable Jean J. Charest, leader of the Progressive Conservative Party of Canada and immediately afterwards with the Right Honourable Joe Clark, Former Prime Minister of Canada, during Mr. Clark’s successful campaign for the leadership of the Progressive Conservative Party.
Chad has served as the Director of Communications for the Canadian Construction Association (CCA), the Director of Communications for the Royal Canadian Golf Association (now Golf Canada) and the Director of Communications for Canadian pharmaceutical leader ProPharma Inc.
In 2003, Chad was asked by the Ottawa Senators Hockey Club to assume the role of Director of Community and Corporate Relations for the Ottawa Senators Foundation. There, Chad was responsible for the planning, fundraising and building of a pediatric palliative care facility named Roger’s House in memory of NHL Coach, Hall of Fame and Order of Canada member Roger Neilson.
Following the successful completion of Roger’s House, Chad joined the board of directors of the facility, and was appointed the first Director of Player Services in the NHL for the Ottawa Senators Hockey Club. Chad, who joined Canada Post Corporation as the Director of Government Affairs in February of 2012, is married to Catherine Clark, President of Catherine Clark Communications Inc., with whom he has two children, Alexandra and Charlie.
